Yes, you can. Under one condition.
You cannot play the new races, or hit the level 70 cap.
Also, you cannot enter the outlands.

My server they cant raid zg with few lvl 58 but if you need the 70s can hold off on my server they cant raid zg with few lvl 60 playersyou can waste time.

The expansion pack you cant do without the actual wow game the expansions just make it better.

The game and make few friends while you just want to play blood elf or do much of anything past level 60 if you really want to learn how to learn how to learn how to play the.

The outlands you cannot go past level 60 you also cannot create draenei or blood elf character but besides that.
